Governor Greg Abbott has appointed Robert S. Howden as the new Texas secretary of state, a decision that comes just four months before the midterm elections. This appointment took effect on July 18 and follows the resignation of Jane Nelson, who held the position for three and a half years.
As the chief election officer for Texas, Howden will oversee the application and interpretation of election laws across the state, in addition to managing official records and business filings. Abbott expressed confidence in Howden's ability to maintain the integrity of Texas elections and represent the state effectively on international matters.
Howden, who resides in Austin, has been a senior adviser and legislative affairs director in the governor's office since 2024. His background includes roles in the administrations of former governors Rick Perry, George W. Bush, and Bill Clements. He has also led major state business associations and operated a consulting firm. Howden earned his bachelor's degree from the University of Texas at Austin.
His appointment will require confirmation from the Texas Senate when the Legislature reconvenes in January. In the meantime, Howden will manage the upcoming November elections in an interim capacity.
